Welcome to Salt Lake City Chapter

InfraGard is an information sharing and analysis effort serving the interests and combining the knowledge base of a wide range of members. At its most basic level, InfraGard is a cooperative undertaking between the U.S. Government (led by the FBI) and an association of businesses, academic institutions, state and local law enforcement agencies, and other participants dedicated to increasing the security of United States critical infrastructures.

This web site is specifically designed to facilitate the activities of the InfraGard chapter of Salt Lake City.

Speaker: Michael A. Carter CISO For the LDS Church

Michael A. Carter is the Chief Information Security Officer (CISO) for The Church of Jesus Christ of Latter-day Saints. In this capacity he is responsible for information security and compliance vision, strategy and program for the Church, including religious, educational, humanitarian and other organizations and programs.

Michael is a renowned technology leader, author, educator and civic leader.

His professional positions at the Church have included Business Information Security Officer (BISO), international controller in the Pacific Islands Area and Church Finance Department, and director of operations for worldwide missionary training centers, including Provo MTC roles as Associate Chief Administrative Officer, Chief Information Officer (CIO) and Chief Financial Officer (CFO).

Beyond Church employment he has been a managing partner of a technology consulting firm, manager and consultant for Sequent Computers, systems engineer for IBM, and intelligence analyst for the United States Defense Intelligence Agency (DIA).

Born in Eureka, California, he graduated from high school in California, earned his bachelor’s degree and a masters degree from Brigham Young University, where he graduated with distinction. He was continuing with doctoral work at BYU until assigned to work overseas for the Church. He has also completed executive certificate programs at the Thunderbird School of Global Management and Stanford University.

Michael has demonstrated expertise in leadership, IT management, information risk management, information security , IT compliance, large program and project management, international management and cross-cultural leadership. He has several professional certifications, including CISSP, CISA, CIPP-IT, CNSP-A, and CSA.

Michael has published two books and several book chapters and professional papers. He has taught at Brigham Young University, Utah Valley University, University of Samoa (South Pacific), and University of Phoenix.

Michael is active in professional, educational and civic organizations. As a BYU alum he has served the Cougar Club and contributed to several academic programs. In 1995 he was named "Distinguished Donor to the BYU College of Physical and Mathematical Sciences" and to the "BYU President's Circle". In 1996 he was selected as the "Utah Young Man of the Year". As a dedicated Boy Scout leader, he has served for many years and been recognized with the Scouter's Key, Award of Merit, Hornaday Award, and International Scouter Award. He is a James West Fellow. For service and contributions to the International and American Red Cross he was recognized with the "Humanitarian Award" in 2003, and was inducted into the "Clara Barton Society" in 2010. He has served on the local and national ISACA Board. In 2008 he was elected as "National Security Professional of the Year". In the information security community he currently serves on the Utah ISACA Board, Utah ISSA Board, InfraGard Board/Vice President , and Information Security Leadership Board.

Michael Carter and his wife, Karla Hobson Carter, are the parents of six children. They reside in Provo, Utah.
